Different outcome
For a long time, Tom blamed himself for Lucy’s disappearance. He was the one that insisted on going for a walk that day. Different outcomes played inside his head. Maybe if he had been the one holding Lucy’s leash, she wouldn’t have been startled. Tom thought he should’ve done more to keep her safe. With that in mind, he wasn’t ready to give up on her, so he started looking for her.
