Arriving on time
The police arrived well before the scheduled time and remained hidden behind some containers for over an hour. Even Bill was allowed to come along, not out of charity, but to identify possible suspects. It was just after dark when the first people arrived at the harbor. There were many unfamiliar faces among them. Most of them wore expensive suits, and some even brought guns to the scene; this was tense.
